None of this is specific to us. It applies to fencing anywhere, and it covers the questions that cause most of the arguments and most of the unexpected costs.
There is a widespread belief that you own the boundary on a particular side. There is no such rule in law. Ownership is shown on the title plan held by HM Land Registry, where a T mark on one side of a boundary line indicates who is responsible for maintaining it. You can download your title plan for a small fee. It is worth doing before you spend money, because replacing a neighbour’s fence does not make it yours, and moving a boundary line, even slightly, causes real disputes.
Under permitted development you can usually put up a fence up to two metres high without planning permission. Where the boundary adjoins a road used by vehicles, that limit drops to one metre, which is the rule most front gardens fall foul of. If your property is listed, in a conservation area, or covered by an Article 4 direction, those rights are removed and you need permission regardless of height.
Panels usually outlast the thing holding them up. The failure point is where the post meets the ground, because that is where timber stays wet and rots. Concrete posts avoid it completely. Timber posts last considerably longer when properly treated, set in concrete rather than earth, and kept clear of soil. A gravel board along the base does the same job for the panel, taking the ground contact so the panel itself never sits in wet earth. Ask what the posts are and how they are being set, because that is what decides whether you are doing this again in six years.
Lap panels, the overlapping horizontal type, are the cheapest and the least robust in wind. Close board, built from vertical featheredge boards fixed to rails on site, is heavier, stronger and more expensive, and it can follow a sloping ground line properly rather than stepping down it. Slatted and hit-and-miss designs let wind through, which matters on exposed sites where solid panels act like sails.
